MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

International Mail Service.

1. Reference is made to Memoranda for the Japanese Government as follows:
a. File AG 31▲.1(26 Aug 47)CCS, SCAPIN 1768, dated 26 August 1947, subject same as above.
b. File AG 311.1(6 Oct 47)CCS, SCAPIN 1792, dated 6 October1947, subject same as above.
c. File AG 311.1(20 Feb 48)CCS, SCAPIN 1862, dated 20 February 1948, subject same as above.
2. Effective 1 May 1948, the above Memoranda are amended by the instructions contained herein.
3. The mailing to and from Japan of books, magazines and all other printed matter under the classification of "Prints" is authorized, subject to the provisions and limitations of the Universal Postal Union Convention of Buenos Aires, 23 May 1939.
4. Direct communication between Civil Communications Section or other staff sections, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications regarding technical matters within the scope of this memorandum is authorized.
