MEMORANDUM FOR

JAPANESE GOVERNMENT

SUBJECT

Payment of Expenses of Non-Military Witnesses Called by Occupation Forces

1. Reference is made to the following:
a. Central Liaison and Coordination Office letter 3197 (3WC) subject, "Traveling Expenses for Designated Individuals," 10 September 1948.
b. Supreme Commander for the Allied Powers memorandum for the Japanese Government, file AG 400.12 (31 Mar 48)CE-GD, SCAPIN 1872, subject, "Expenditures from Funds Appropriated for Occupation Forces Requirements," 31 March 1948.

2. Reference 1c is hereby rescinded.
3. The Japanese Government is hereby authorized to pay the normal fees, mileage, subsistence, per diem, and expenses to, and will provide priorities for transportation, housing and food for Japanese nationals and other persons not attached to nor accompanying the Occupation Forces who appear as witnesses in occupation courts, courts-martial, investigations, or interrogations as directed by the Occupation Forces, to the same extent as such payments and provisions are made to or for Japanese nationals traveling at the direction of Japanese courts, or other Japanese Government agencies.
4. In order to expedite payment of expenses specified herein to the individuals concerned, the Japanese Government is authorized to advance ¥14,000,000 to meet estimated payments for a two month period.
5. The provisions of paragraph 3, reference 1b, shall apply, to the services procured. Appropriate procurement instrument and receipt will be required under such procedure as may be determined by the Commanding General, Eighth United States Army.
6. The provisions of paragraph 5 above do not apply to witnesses appearing before military commissions for the trial of war criminals.
