MEMORANDUM FOR	JAPANESE GOVERNMENT
SUBJECT	Expenditures from Funds Appropriated for Occupation Force Requirements.

Supreme Commander for Allied Powers Memorandum for Japanese Government, AG 400.12 (31 Mar 48)CE-GD, SCAPIN 1872, subject: Expenditures from Fund Appropriated for Occupation Force Requirements, 31 March 1948 is changed and modified as follows:
a. The scope of paragraph 4a(2) is extended, effective 1 August 1948, to include supplies and will read as follows:
"(2) The acquisition of special additional plant, equipment, real estate and, effective 15 August 1948, supplies; the construction or rehabilitation and maintenance of structure and equipment as may be required in connection with a service or utility furnished by the Japanese Government to meet a requirement for the occupation forces, will be covered by separate and specific procurement instruments. (See subparagraph (3) below.)"
b. The scope of paragraph 5b(1) is extended to include all construction, and will read as follows:
"(1) Directions for advance procurement of materials and equipment required for maintenance and for construction projects."
c. Paragraph 6b is rescinded and the following is substituted therefor:
"b. Effective 1 October 1948 provisions of this paragraph are applicable to all procurement regardless of date of accomplishment."
