MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Resumption of Customs Clearance Charge.

1. The Japanese Government is authorized, effective 1 September 1947, to collect at the time of delivery to the addressee a Customs clearance fee on each parcel or other article of mail matter submitted to Customs inspection. Fee to be collected will not exceed the amounts specified by the Universal Postal Union Convention or applicable bilateral parcel post agreements.
2. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications is authorized concerning all matters within the scope of this memorandum.
