MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Expansion of Radiotelegraph Service Via the United States.

1. Reference is made to Memorandum for the Japanese Government, file AG 311.23 (2 Apr 48)CCS, SCAPIN 1759/4, dated 2 April 1948, subject as above.
2. So much of inclosure 1 to the reference memorandum as pertains to word charges and divisions of revenue for full rate radiotelegrams from Japan destined to Saudi Arabia is amended to read as follows:

3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications concerning matters within the scope of this memorandum is authorized.
