MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Control of Radio Communications.

1. Reference is made to Memorandum for the Japanese Government, AG 676.3 (14 Jul 47)CCS, SCAPIN 1744, 14 July 1947, subject: Control of Radio Communications, as amended.
2. Effective 2 June 1950, wherever in reference memorandum, as amended, "the Ministry of Communications" or "the Ministry of Telecommunications" appears, it will be superseded by "the Radio Regulatory Commission."
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Radio Regulatory Commission, regarding matters within the scope of this memorandum is authorized.

MEMORANDUM
SUBJECT : Information of General Application Pertaining to Direct Number SCAPIN 1744/25, AG 676.3 (14 Jul 47)CCS, this Headquarters, dated 2 June 1950 subject: Control of Radio Communications.
1. The Radio Regulatory Commission, established under the provisions of the Japanese Government Organization Law (Law No. 120 of 1948) and operating under the provisions of The Radio Regulatory Commission Establishment Law (Law No. 133 of 1950), will start functioning as of 2 June 1950. Among the responsibilities of the Radio Regulatory Commission are, decision of the basic policy for the establishment of radio stations, matters related to the operation and licensing of radio stations, applications for suitable frequencies, and matters related to the regulation of radio wave and broadcasting.
2. In view of the various responsibilities formerly vested in the Ministry of Telecommunications now being transferred to the Radio Regulatory Commission, as outlined in paragraph 1 above, it is necessary to amend SCAPIN 1744, as amended, accordingly. SCAPIN 1744/25 is for the purpose of directing the Japanese Government to delete "the Ministry of Communications" or "the Ministry of Telecommunications" wherever it appears in SCAPIN 1944. As amended, and substitute "the Radio Regulatory Commission" therefor. The provisions of SCAPIN1744, as amended, will be henceforth implemented by the Radio Regulatory Commission instead of the Ministry of Telecommunications.
3. Consequently, any reference to the Ministry of Communications or the Ministry of Telecommunications contained in Memorandum dated 14 July 1947, as amended, subject same as above, will be changed to read the Radio Regulatory Commission.
