MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Control of Radio Communications.

1. Reference is made to:
a. Memorandum for the Japanese Government, file AG 676.3 (14 Jul 47)CCS, SCAPIN 1744, dated 14 July 1947, subject: Control of Radio Communications, as amended.
2. The increasing activity of illegal radio stations in Japan noted by General Headquarters, Supreme Commander for the Allied Powers, in the past few months indicates a need for greater radio surveillance by the Ministry of Communications.
3. The following paragraph supersedes paragraph 11 of reference SCAPIN:
"The Japanese Government will exercise the utmost surveillance by monitoring methods and take such action as may be necessary to assure that authorized Japanese stations are operating in accordance with established radio regulations. The Japanese Government also will be responsible for monitoring and locating unauthorized radio stations in Japan and taking such action as is necessary for the discontinuance of the unauthorized radio stations. In all cases where the unauthorized operation is detected, an immediate report of the circumstances will be made to General Headquarters, Supreme Commander for the Allied Powers."
4. Direct communication between interested sections of the Supreme Commander for the Allied Powers and the Ministry of Communications, regarding technical matters within the scope of this memorandum, is authorized.
