MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT

SUBJECT

Repatriation of Koreans from Japan to Korea North of 38゚North Latitude

1.Reference is made to:
a.Memorandum from the Supeme Commander for the Allied Powers, file AG 014.33 (26 Dec 46)GC, (SCAPIN 1421), dated 26 December 1946, subject: Repatriation of Japanese Nationals. from Soviet and Soviet-Controlled Territories, and of Koreans from Japan to Korea North of 38°North Latitude.
b.Memorandum from the Supreme Commander for the Allied Powers, file AG 014.33 (15 May 47)GC-O, (SCAPIN 1680), dated 15 May 1947, subject as above.
2.The ship Shinyo Maru has been designated to lift the Koreans mentioned in reference paragraph 1 b above. The ship will follow the schedule given below:
25 June 1947 - Sail from Sasebo to Moji with Korean repatriates.
26 June 1947 - Load baggage and personal possesions of abovementioned repatriates, and sail for Konan Korea.
3.Japanese repatriates may be carried on the Shinyo Maru on the return trip to Japan.
4.The Japanese Government will:
a.Concerning the Koreans mentioned in paragraph 2 above, comply with the provisions of reference paragraph 1 b above.
b.Insure expeditious loading at Sasebo and Moji to allow ship to keep to the above schedule.
c.Process at the Maizuru Reception Center any Japanese repatriates carried on the return trip of the Shinyo Maru in accordance with the provisions of paragraph 3 a of reference paragraph 1 a above.
