SUBJECT | Application of Japan Radio Company, Ltd. (Nippon Musen K.K.), for Change of its Status and Removal of Certain Subsidiary Concerns from Schedule of Restricted Concerns |
1. References are the following memoranda:
a. Central Liaison Office Memorandum No. 5095 (LO 1585/825), dated 3 October 1946, subject: Application of Nippon Musen Kabushiki Kaisha Ltd. (Japan Radio Co., Ltd.) for Change of Its Status and Removal of Its Subsidiaries from Schedule of Restricted Concerns.
b. Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 004 (8 Dec 45) ESS/AC, (SCAPIN-403), dated 8 December 1945, subject: Establishment of a Schedule of Restricted Concerns.
c. Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 004 (14 Mar 46) ESS/AC, (SCAPIN-813), dated 14 March 1946, subject: Addition of . . . Japan Radio Company, Ltd, . . . and . . . Subsidiaries and Affiliated to Schedule of Restricted Concerns.
2. Reference memorandum 1a, above, forwards application of Japan Radio Company, Ltd, for change of its status and removal of its subsidiaries from the Schedule of Restricted Concerns established by reference memorandum 1b, above, to which it was added by reference memorandum 1c, above.
3. a. That part of the above application requesting Japan Radio Company, Ltd, be designated as a subsidiary of Okura Industrial Company, Ltd, is not favorably considered.
b. Release of the following subsidiary concerns of Japan Radio Company, Ltd, is not favorably considered:

1. CLO Memorandum No. 5095 (LO 1585/825), 3 October 1943, forwards application of Japan Radio Company, Ltd. for change of its status and removal of its subsidiaries from the Schedule of Restricted Concerns established by SCAP Memorandum AG 004 (8 Dec 45) ESS/AC (SCAPIN-403) 8 December 1945, subject: "Establishment of a Schedule of Restricted Concerns," to which it was added by SCAP Memorandum AG 004 (14 May 46) ESS/AG (SCAPIN-813) 14 March 1946, subject: "Addition of . . . Japan Radio Company, Ltd. , . . . and . . . Subsidiaries and Affiliates to Schedule of Restricted Concerns. "
2. The company requests that its status as a holding company be changed and that the company be designated a subsidiary of Okura Industrial Company, Ltd., which concern owns fifty one (51) percent of Japan Radio Company, Ltd. shares and that its subsidiary concerns be removed from the Schedule of Restricted Concerns.
3. Release of the subsidiary concerns listed in paragraph 4, below, is justified at this time for the following reason:
a. All shares held by objectionable interests have been transferred to the Holding Company Liquidation Commission which now exercises all rights accruing to a stockholder of record.
b. No officer or director holds a concurrent position in any other Restricted Concern.
c. No monopoly or excessive concentration of economic power exists.
4. In view of the above, the following subsidiaries of Japan Radio Company, Ltd. are hereby released from the Schedule of Restricted Concerns by the attached Memorandum:
