SUBJECT | Treatment of Foreign Diplomats in Japan. |
1. Receipt is acknowledged of your memoranda, Central Liaison Office No.160, subject: “Removal of Foreign Diplomats from Fujiya Hotel, Hakone,” 4 October 1945, and Central Liaison Office No. 180, subject: “Treatment of Foreign Diplomats in Japan”, 4 October 1945.
2. With reference to the treatment of Axis and puppet diplomatic staffs your attention is invited to the following messages:
a. Radio No. CAX 53278, 14th, which directed that Axis and puppet diplomatic staffs would be removed from the Fujiya Hotel at Miyanoshita to the Gohra Hotel at Gora and be cared for by the Imperial Japanese Government.
b. Radio No. ZAX 7065, 16th, which exampted the Thailand Diplomatic Staff from the directive described in Paragraph "a", above.
3. It is the responsibility of the Imperial Japanese Government to provide quarters, subsistence, fuel and other necessities, and to care for the aforementioned diplomatic personnel in accordance with international custom and on the standard scale established by the Imperial Japanese Government for this class of personnel.
4. With reference to the treatment of Allied and Neutral diplomatic staffs, the following information is imparted and policies announced:
a. This headquarters has directed the Commanding General, Eighth U.S. Army, to occupy the Fujiya Hotel at Miyanoshita and to use this hotel to quarter, among other personnel, Allied and Neutral diplomatic staffs desiring residence there. The Commanding General, Eighth U.S. Army, will subsist, on a sales basis, these persons on the standard U.S. Army ration.
b. For those Allied and Neutral diplomatic staffs desiring residence in Tokyo, it is the responsibility of the Imperial Japanese Government to provide suitable quarters.
c. Further, it is the responsibility of the Imperial Japanese Government to subsist, provide with fuel, give medical care and otherwise care for Allied and Neutral diplomatic staffs on the standard scale and in accordance with international custom.
