SUBJECT

Recovery and Re-positioning of Japanese Geodetic Survey Monuments.

1. References:

2. This memorandum serves to supplement reference a and to amend certain paragraphs necessary in view of information available after a more complete analysis of Japanese Geodetic Control and probable displacement of monuments during the earthquake of December 1946 in the Shikoku area.
3. Paragraph 4, reference a, designated the Engineer, Far East Command, as the staff section to supervise this program. The Engineer further delegated direct supervision to the 123d Engineer Survey Battalion, and authorized the battalion to issue operational directives for prosecution of the program, and to make minor changes in the general or specific provisions contained herein, or in references a and b. The Japanese Government Agency designated to accomplish this work will contact the 123d Engineer Survey Battalion for supplemental instruction, assistance, or interpretation of these or existing instructions.
4. Paragraph 3, reference a, is rescinded and the following target dates will govern:
a. For-recovery of monuments and identification of those monuments, auxiliary stations and bench marks as specified in paragraphs 1 and 2d, reference b, no target date is specified except that this work will receive first priority consistent with availability of photography. In this connection, paragraph 1, reference b, which requires identification of all recovered control monuments, is amended to require only identification on photography of recovered control, auxiliary stations and bench marks specified by the 123d Engineer Surrey Battalion.
b. Repositioning of bench marks and checking by repositioning, including trigonometric levels, of horizontal control monuments in representative zones within the earthquake area will be completed by 30 June 1948. The zones for horizontal checks will he specified by the l23d Engineer Survey Battalion.
c. Repositioning of all monuments in the four main islands will be completed by 31 December 1951.
d. Analysis of geodetic control on Hokkaido Island reveals that the density is not sufficient to meet existing requirements. It is, therefore, desired that additional control be established of the order and density which will be specified by the 123d Engineer Survey Battalion. Target date will be specified after photography has been completed to permit a better estimate of additional control requirements. Pending acquisition of photography, the 123d Engineer Survey Battalion will specify general areas requiring additional control end disposition of forces necessary to coordinate this phase with the overall program.
