MEMORANDUM FOR

JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Japan-Batavia Radiotelegraph Circuit.

1. Reference is made to Memorandum for the Japanese Government, file AG 676.3 (31 March 47)CCS (SCAPIN 1591), dated 31 March 1947, subject: Establishment and Operation of a Direct Radiotelegraph Circuit Between Tokyo, Japan and Batavia, Netherlands East Indies.
2. Effective upon receipt of this memorandum the radiotelegraph circuit between Tokyo and Batavia will be operated from 0600 GMT, daily except Sunday, until all traffic is cleared in both directions. All provisions of the reference memorandum, other than those pertaining to duration of the daily operating period, will remain in effect.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1591/1) file AG 676.3 (9 Sep 47)CCS, this Headquarters, dated 9 September 1947, subject: Japan-Batavia Radiotelegraph Circuit
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. SCAPIN 1591 authorized the Japanese Government to establish and operate a radiotelegraph circuit between Japan and Batavia on a daily except Sunday schedule basis for a period of only thirty (30) minutes. An increase in NEI government traffic makes a longer operating period necessary. The reference memorandum gives the necessary authorization to the Japanese Government to extend the time of operation.
3. It is not anticipated that the operating period will exceed two hours daily, however, there is no reason why it should not if the necessity arises.
4. Surveillance by the Occupation Forces will be required to insure proper handling of the traffic involved. Instructions relative to surveillance are being issued concurrently with this memorandum.
