SUBJECT | Delivery of Incoming Messages to UNIPRESS, Tokyo. |
1. Reference is made to Memorandum for the Imperial Japanese Government, file AG 311.23 (22 Feb 47)CCS, (SCAPIN 1540) dated 22 February 1947, subject: Delivery of Incoming Messages to UNIPRESS, Tokyo.
2. The Memorandum referred to in paragraph 1 above is rescinded.
3. The use of the code address UNIPRESS, TOKYO, for incoming telegrams for the Tokyo Bureau of the United Press Associations has been approved by General Headquarters, Supreme Commander for the Allied Powers.
4. Incoming telegrams addressed to UNIPRESS, Tokyo, (irrespective of classification) will be delivered directly to the office of the Tokyo Bureau of the United Press Associations, Radio Tokyo Building, Tokyo.
5. Operational Interpretations of the above instructions not involving changes in policy may be made from time to time by the Civil Communication Section, General Headquarters, Supreme Commander for the Allied Powers, and transmitted directly to the Ministry of Communications of the Imperial Japanese Government. Direct correspondence between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Communications, regarding operating procedures within the scope of this memorandum, is authorized.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 1579), file AG 311.23 (24 Mar 47)CCS, this Headquarters, dated 24 Mar 47, subject: Delivery of Incoming Messages to UNIPRESS, Tokyo
1. With reference to the subject memorandum, the following is being published for the information of all concerned.
2. SCAPIN1540, dated 22 February 1947, provided the Imperial Japanese Government with institutions for the delivery of incoming messages addressed to UNIPRESS, Tokyo, which included provision for censorship of such messages which were not classified as press. It has now been determined that all incoming messages addressed to UNIPRESS, Tokyo, whether press or not, are eligible for direct delivery to the office of the United Press Associations, without being subjected to censorship. Reference SCAPIN provides the revised instructions to the Imperial Japanese Government, in connection with the delivery of incoming messages addressed to UNIPRESS, Tokyo.
3. A command channel letter is being released concurrently to the Eighth Army, to provide for the revision in the surveillance required in this instance.
