SUBJECT | Delivery of Incoming Messages to Unipress, Tokyo. |
1. Reference is made to paragraph 2a(4) of Memorandum for the Imperial Japanese Government, file AG 311.7 (10 Nov 45) CIS, (SCAPIN 326) dated 21 November 1945, subject: Regulations Governing Communications over International, Foreign and External Telegraph, Telephone and Wireless Facilities.
2. The use of the code address UNIPRESS, TOKYO, for incoming telegrams for the Tokyo Bureau of the United Press Associations has been approved by General Headquarters, Supreme Commander for the Allied Powers.
3. Incoming telegrams addressed to UNIPRESS, TOKYO, and which are classified as PRESS or URGENT PRESS, will be delivered directly to the office of the Tokyo Bureau of the United Press Associations, Radio Tokyo Building, Tokyo, without prior submission to the District Telecommunications Censor. A copy of each such telegram will be furnished to the censor's office for post-delivery review.
4. Incoming telegrams addressed to UNIPRESS, TOKYO, which are NOT classified as PRESS or URGENT PRESS, will be submitted to the District Telecommunications Censor prior to delivery to the office of the Tokyo Bureau of the United Press Associations, Radio Tokyo Building, Tokyo.
5. Operational interpretations of the above instructions not involving changes in policy may be made from time to time by the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and transmitted to the Ministry of Communications of the Imperial Japanese Government through the Japanese Liaison representative attached to the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers. Direct Communications between Civil Communications Section and the Ministry of Communications regarding operational procedures within the scope of this memorandum is authorized.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1540), file AG 311.23 (22 Feb 47)CCS, this Headquarters, dated 22 Feb 47, subject: Delivery of Incoming Messages to UNIPRESS, Tokyo.
1. With reference to the subject memorandum, the following is being published for the information of all concerned.
2. The Tokyo Bureau of the United Press Associations, approved by the United States Government and the Supreme Commander for the Allied Powers for operation in Japan, has requested that the code address "UNIPRESS, TOKYO" be registered with the Ministry of Communications in Tokyo, for expeditious handling and delivery of incoming messages to their office.
3. The purpose of this directive is to authorize the use of the code address, and instruct the Ministry of Communications as to procedures to be followed in handling such messages.
4. Such messages classified as PRESS or URGENT PRESS addressed to UNIPRESS, TOKYO, will be delivered promptly to the addressee, since they are not subject to censorship.
5. A command channel letter is being released concurrently to the Eighth Army, to assure compliance with the provisions of the directive, by the Ministry of Communications.
