MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Rationing of Petroleum Products.

1. References:
a. SCAPIN 1487 dated 25 January 1947, subject: Rationing of Petroleum Products.
b. C. L. O. NO. 642 (E. C. I.) dated 4 February 1947, same subject, with inclosures.
2. The plan for rationing of petroleum products to individual consumers as directed by reference 1a and submitted as inclosure to reference 1b is not acceptable for the following reason:
a. The plan is an allocation plan and not a rationing plan.
b. No restictions or controls are provided to insure that consumption for non-essential purposes is eliminated.
c. No means of identification of authorized consumer is provided, either for vehicle or individual.
d. No prohibition against conversion of vehicles which consume substitute fuels to operation by gasoline is provided,
3. The Imperial Japanese Government will submit to the Supreme Commander for the Allied Powers for approval by 15 February 1947 a plan for rationing petroleum products to individual consumers. This plan will contain, as a minimum requirement, restrictions and controls as required by reference 1a and paragraph 2 above.
