IMPERIAL JAPANESE GOVERNMENT.

Subject

Rationing of Petroleum Products.

1. References:
a. SCAPIN 1433-A dated 10 June 1946, subject, “Civilian Consumption of Petroleum Products.”
b. SCAPIN 1294 dated 25 October 1946, subject, “Distribution of Petroleum Products.”
2. It is apparent that provisions of reference 1a above are not being adequately enforced and that the desired results are not being obtained.
3. Paragraph 5 of reference 1b above directed the Imperial Japanese Government to establish a program for rationing of petroleum products to individual consumers.
4. The Imperial Japanese Government will submit to the Supreme Commander for the Allied Powers for approval by 3 February 1947 a plan for rationing of petroleum products to individual consumers. This plan will contain, as a minimum requirement, necessary restictions and controls to insure that consumption for nonessential purposes is eliminated. Generally, all petroleum products consumption not required in the production of necessary commodities, transaction of essential business, or essential employment in the public transportation system, is to be considered as nonessential.
5. The conversion of vehicles which consume substitute fuels to operation by gasoline will not be permitted.
