Subject

Removing the Limitation of Activities of the Iwaki Cement Company, Ltd, (Iwaki Semento K. K.)

1. Reference is the following Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:
a. AG 004 (10 Jul 46) ESS/AC, dated 10 July 1946, (SCAPIN-1058), subject: Limitation of Activities and Requiring Reports from Certain Firms.
2. The Iwaki Cement Company, Ltd, is hereby deleted from the list of Companies whose activities are limited under the provision set forth in Memorandum paragraph 1a above.

1. Representatives of the Toyo Cement Company, Ltd, and the Nogawa Asbestos Company, Ltd. submitted a joint request for return of properties taken from them under the Enterprise Adjustment Act of 1942, by the Ube Kossan Company, Ltd. and the Onoda Cement Company, Ltd.
2. In explaining the details of the operations between Toyo Cement Company, Ltd. and the Ube Industrial Company, Ltd. the Toyo people explained that the Government had first negotiated with the Iwaki Cement Company, Ltd. to take over the Toyo plant and that Iwaki had refused to take part.
3. Due to faulty interpretations, the Originating Officer was left with the opinion that Iwaki Cement Company, Ltd. had participated in the Weed sale and had benefited therefrom.
4. Subsequent to the above information the activities of both Ube Industrial Company, Ltd. and Iwaki Cement Company, Ltd. were included on W Memorandum AG 004 (10 Jul 46) ESS/AC, (SCAPIN-1058), which limited their activities.
5. Since it has been brought to SCAP's attention that Iwaki's inclusion on the above mentioned Memorandum was done so erroneously and the Company is without color of Zaibatsu Control, the attached Memorandum removing the imposed limitations is herewith forwarded.
6. This is an administrative matter and no surveillance by the Eighth Army is required.
7. The interests of USAFIK are not concerned.
