1. References are the following memoranda to the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers.
a. File AG 387.6 (14 Aug 46) ESS/IN (SCAPIN 1136), dated 14 August 1946, subject: Reparations Selection Within the Precision Bearing Industry.
b. File AG 004 (10 Oct 46) ESS/IN (SCAPIN 1258), dated 10 October 1946 subject: Revised Listing of Reparations Selections Within Privately-Owned Munitions Plants.
c. File AG 004 (11 Oct 46) ESS/IN (SCAPIN 1263), dated 11 October 1946, subject: Revised List No. 2 Aircraft Factories, Military and Naval Arsenals and Research Laboratories.
2. Attached as inclosures 1 to 3 are revised annexes which add to or delete from installations held in custody under above reference directives.
3. Within seventy-two (72) hours of the receipt of this memorandum, the Imperial Japanese Government will have qualfied representatives report to the Commanding General, Eighth United States Army, and to the Commander Naval Activities, Japan, to receive instructions with regard to establishing or releasing from custody and control, installations affected by revisions of the lists referred to in paragraph 1, above.

1. Revision of present listings of Factories, Arsenals and Munitions Plants now under custody and control of the Supreme Commander for the Allied Powers is made necessary by submission to this headquarters of information from the field of complete war damage to some installations, transfer of machinery and equipment for storage at others, errors in listing, and information that some concerns do not meet the criteria for reparations claims set forth in Radio, Washington (JCS) MR 2516372, dated 26 June 1946.
2. The attached SCAPIN with command letters consolidates the changes to date. Changes are as follows:
