MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Petroleum Refineries.

1. Refining of Petroleum will be confined to plants in the crude oil production areas and such other plants that may be necessary to process all available crude oil now in storage outside the crude producing areas.
2. All plants and equipment in the crude producing areas will be repaired and maintained in operable condition with capacities sufficient to process the Japanese crude production.
3. All plants and equipment necessary to process crude oil now in storage outside the crude producing areas may be placed in operation until these crude stocks are exhausted.
4. All material and equipment necessary to rehabilitate and maintain the necessary plants, under items 2 and 3 may be recovered from damaged and inoperable plants or other local sources. Imported materials will not be requested for this purpose.
5. You will submit to this Headquarters on or before 1 November 1945, the following:
a. A list of refineries under items 2 and 3 indicating locations, capacities and quality and quantity of products manufactured.
b. A report on refineries under item 3, on the amount and kind of stocks now on hand with estimated period of operation until stocks are exhausted.
6. Acknowledgement of receipt of this memorandum is requested.
