SUBJECT | Provision and Procurement of Japanese Communications Services, Facilities, Equipment, Material and Personnel. |
1. Reference is made to:
a. Memorandum for the Japanese Government, file AG 400.12 (29 Oct 46)CCS, SCAPIN 1299/5, dated 30 July 1948, subject as above.
b. Memorandum for the Japanese Government, file AG 400.12 (30 Jul 48)CCS, SCAPIN 1299/6, dated 23 November 1948, subject as above.
2. It is directed that the Japanese Ministry of Communications provide communications services, facilities, equipment, material and personnel during the period 1 April 1949 to 31 March 1950 as follows:
a. Telephone exchange service wholly within an exchange area or city of town, which can be furnished by use of existing telephone plant listed in Appendices I and II, as covered in paragraph 5 below.
b. Long distance lines and telegraph circuits wholly within one Ministry of Communications operating bureau or division which can be furnished by use or existing facilities, as covered in paragraph 6 below.
c. Communications personnel listed in Appendix III, as covered by paragraph 6 below.
d. Long distance telephone and telegraph lines extending beyond the boundaries of any one operating bureau, bulk materials, construction and all other communications services, facilities, equipment, material and personnel not covered above as directed by General Headquarters, Supreme Commander for the Allied Powers.
3. Statements of services rendered covering all communications services, facilities, equipment, material and personnel to be furnished to and/or for the occupation forces throughout Japan will be prepared on GPA Form 5 and submitted as provided by Appendix IV.
4. Communications services, facilities, equipment, materials and personnel listed in Appendices I, II and III are based on future requirements. Revisions and corrections found necessary will be furnished to the Ministry of Communications by General Headquarters, Supreme Commander for the Allied Powers.
5. Exchange service within the exchange area of a city or town, which can be furnished by use of existing facilities as covered by Appendices I and II will be furnished by local offices in accordance with communications orders placed by Commanding General, Eighth Army or by his authorized representative. A representative of the Japanese communications system located in the city or town where service is requested will be authorized to furnish such service without approval of the operating bureau of the Ministry of Communications.
6, Long distance lines and telegraph circuits wholly within one operating bureau or division which can be furnished by use of existing facilities and personnel covered by Appendix III will be provided in accordance with communications orders placed by Commanding General, Eighth Army or by his authorized representative. Directors of the operating bureaus will arrange to fulfill the demands without further approval of the Ministry of Communications, citing the communications order number as authority.
7. Communications facilities provided in accordance with this memorandum include those required for billets and housing for occupation forces.
8. Attached appendices supersede previous issues as listed below:
a. Appendix I, issue 6, supersedes Appendix I, issue 5, dated 23 November 1948.
b. Appendix II, issue 5, supersedes Appendix II, issue 4, dated 30 July 1948.
c. Appendix III, issue 6, supersedes Appendix IlI, issue 5, dated 30 July 1948.
d. Appendix IV, issue 5, supersedes Appendix IV, issue 4, dated 30 July 1948.
e. Appendix V has been deleted.
9. Communications facilities authorized by this memorandum will be procured on communications order, GPA Form 8, in accordance with Memorandum for the Japanese Government, file AG 400.12 (31 Mar 48)CE-GD, SCAPIN 1872, Subj: Expenditures from Funds Appropriated for Occupation Force Requirements, dated 31 March 1948 as amended.
10. Direct communications between Occupation Force agencies and the Japanese Ministry of Communications is authorized as follows:
a. Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers on matters within the scope of this memorandum.
b. Signal Section, Headquarters Eighth Army, through liaison channels on cost estimates and engineering data for specific projects.
c. Authorized Signal Corps representatives of Commanding General, Eighth Army and their respective operating bureaus of the Ministry of Communications on informational matters necessary to assure compliance with the provisions of this directive.
