MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Provision and Procurement of Japanese Communication Services, Facilities, Equipment, Material and Personnel.

1. Reference is made to Memorandum for the Japanese Government, file AG 400.12 (30 Jul 48)CCS, SCAPIN 1299/5, subject same as above, dated 30 July 1948.
2. Upon receipt of this memorandum, changes listed in subparagraphs a and b below, will be made in the memorandum referred to in paragraph 1.
a. Change the whole of paragraph 2a, SCAPIN 1299/5 to read as follows:
"Telephone exchange service and trunks wholly within an exchange area of a city or town which can be furnished by use of existing telephone plant as list d in Appendix I."
b. Substitute Issue 5, Appendix I, dated 6 November 1948 (Inclosure 1 to this memorandum) for issue 4, Appendix I, SCAPIN 1299/5.
3. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Japanese Ministry of Communications regarding matters within the scope of this memorandum is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 1299/6, file AG 400.12 (30 Jul 48)CCS, this Headquarters, dated 23 November 1948, Subject: Provision and Procurement of Japanese Communications Services, Facilities, Equipment, Material and Personnel
1. With reference to the subject memorandum, the following is published for the information of all concerned.
2. This memorandum has been issued to clarify conditions governing the provision of telephone service and trunks within exchange areas of cities or towns and to change the allocations of local telephone services within such areas to show peak requirements in accordance with the revised JFY 1946 budget.
3. No change in surveillance is required other than application of corrections noted above.
