MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

Subject

Pacific Coast Oil Refineries.

1. It is directed that all petroleum refineries outside the crude oil producing areas complete the refining of crude oil and semi-processed products stored in Pacific coast areas and cease operations not later than 30 November 1946.
2. The Imperial Japanese Government will take the following action to carry out this directive:
(a) Re-allocate remaining available crude oil stocks and semi-processed products in order to insure the completion of processing by the designated date.
(b) Notify all companies and plants accordingly.
(c) No further major repairs, rehabilitation or conversion of the specified plants will be accomplished without approval of the Supreme Commander for the Allied Powers.
3. A monthly report will be submitted to the Supreme Commander for the Allied Powers showing status in regard to the following:
(a) Progress of processing according to re-allocation plan.
(b) Progress plan of de-activation of each plant covered in paragraph 1.
4. The report will be submitted as of the last day of the month commencing with September and will be delivered to the Supreme Commander for the Allied Powers no later than ten days after the end of the month.
