MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Procurement Demand Procedure.

1. The Supreme Commander for the Allied Powers has designated Eighth Army as the sole procuring agency for Japanese supplies, real estate, construction, and services for all occupation forces in Japan. Procurement will be effected by means of a procurement demand, GPA Form 1, served by Military Government personnel on the Imperial Japanese Government through Japanese Liaison Offices or local Japanese governments.
2. Members of the occupation force do not have the authority to serve a procurement demand on any Japanese individual or company nor to negotiate for Japanese supplies, real estate, construction, and services for use by the occupation forces except as provided by paragraph 1. A complete report listing all pertinent details will be rendered promptly to this headquarters of deviations from the prescribed procedure.
3. It is desired that the above matter be brought to the attention of the Japanese people.
