1. Referenbe is Memorandum for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 141.5 (19 Nov. 45) ESS/FI, SCAPIN 309, 19 November 1945, subject: “Receipt of Payments on Obligations Due Closed Financial Institutions.”
2. Reference memorandum is hereby amended by cancelling paragraph 4 thereof and substituting the following:
“4. Sums already received pursuant to the terms of this memorandum and still held by the Bank of Japan, and all sums hereafter received in like manner will be credited to “fiscal agency current accounts” in the Bank of Japan. No disbursements from these accounts will be made except or prior written approval of General Headquaters, Supreme Commander for the Allied Powers. ”

1. Memorandum for the IJG facilitates and implements the consolidation of funds, accruing to the credit of closed institutions, in the Bank of Japan into single "fiscal agency current accounts."
2. No concurrences are necessary.
3. This is considered an administrative matter. The interests of USAFIK have been considered and are provided for in this action.
4. Reference is Memo for IJG from GHQ, SCAP, AG 141.5 (19 Nov 45) ESS/FI, SCAPIN 309, dated 19 March 1945, subject: "Receipt of Payments on Obligations due Closed Financial Institutions."
