MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Changes in Names of Restricted Concerns.

1. Reference is made to the following Memoranda for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:
a. AG 004 (8 Dec. 45) ESS/AC (SCAPIN-403), subject: “Establishment of a Schedule of Restricted Concerns,”
b. AG 300. 8 (8 Dec. 45) ESS/AC (SCAPIN-408), subject: “Regulations Affecting Restricted Concerns.”
2. The Imperial Japanese Government will immediately take such steps as are necessary effectually to prohibit concerns listed on the Schedule of Restricted Concerns referred to in subparagraph 1a, above, from changing their names without prior approval of the Supreme Commander for the Allied Powers.
3. The Imperial Japanese Government will furnish to the Supreme Commander for the Allied Powers, within thirty (30) days of the receipt of this Memorandum, a report in quintuplicate, typed in English on 8'' x 11'' paper listing all such concerns which have made a change in their corporate names since 2 September 1945, including the old and the new names in both English and Japanese.

1. It has come to the attention of SCAP that several concerns which are on the Schedule of Restricted Concerns established by SCAP Memorandum AG 004 (8 Dec 45) ESS/AC (SCAPIN-403), subject: "Establishment of a Schedule of Restricted Concerns," have recently changed their names without SCAP approval. Some examples of this practice are:

Mitsubishi Heavy Industry Company, Ltd. (2 plants only) Kyoto Engineering Works, Ltd.
Mitsubishi Heavy Industry Company, Ltd. (1 Plant) Hiroshima Machine-Tool Works, Ltd.
Nitto Hydraulic Press Company, Ltd. Gunze Industrial Company, Ltd.
2. There are undoubtedly other instances in which SCAP is unaware of such change of names. This practice tends to nullify the effectiveness of Zaibatsu control measures, permits Zaibatsu firms to negate SCAP directives, and deceives the public. Accordingly the Imperial Japanese Government is being directed to furnish to SCAP a list of all concerns on the "Schedule of Restricted Concerns" referred to in para 1, above, which have changed their names since 2 Sep 1945; furthermore, the attached Memorandum prohibits such changes in the future without prior SCAP approval.
3. The interests of USAFIK have been considered. This action does not affect the Korean area.
4. This is considered an administrative matter.
