SUBJECT | Suppression of Illegal Entry into Japan. |
1. Cholera has broken out in Korea and is rapidly reaching epidemic proportions. In view of the grave danger of the introduction of this disease into Japan by carriers transported from Korea to Japan on unauthorized shipping, positive steps must be taken to detect and apprehend ships illegally entering Japanese ports.
2. The Imperial Japanese Government will:
a. Place into effect measures to detect ships illegally entering Japanese ports.
b. Seize all such ships and sail them together with their crews, passengers and cargo to Senzaki, Sasebo or Maizuru, and deliver them to US military authorities at that port.
c. Insure that no crew member or passenger of such vessels is allowed ashore while in Japanese custody.
3. The Imperial Japanese Government will submit to General Headquarters not later than 20 June 1946 a report setting forth the steps taken to implement the provisions of this directive.
