MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

SUBJECT

Repatriation of Koreans.

1.Reference is made to the following Memorandums from the Supreme Commander for the Allied Powers.
a.File AG 370.05(16 Mar 46)GC, (SCAPIN-822), subject: "Repatriation", dated 16 March 1946.
b.File AG 370.05(9 Apr 46)GC, (SCAPIN-872), subject: "Repatriation of Chinese, Formosans and Koreans", dated 9 April 1946.
c.File AG 370.05(13 Apr 46)GC, (SCAPIN-876), subject: "Repatriation of Chinese, Formosans and Koreans", dated 13 April 1946.
2.The provisions of reference 1b and 1c above have not been complied with. Actual rates of shipment from Hakata and Senzaki on 15 and 16 April 1946 are shown below:

3.In view of the inability of the Inperial Japanese Government to reach the rates of flow prescribed in above references, the plan for Korean repatriation is further amended as follows:
a.By 25 April 1946 Koreans will be delivered to the Hakata and Senzaki Reception Centers in such numbers that the following rates of outflow will be maintained.
Hakata 1500 per day
Senzaki 500 per day
b.The Imperial Japanese Government will take necessary measures to progressively increase this rate of flow to insure that, by 5 May 1946 the ports of Hakata and Senzaki will have reached the prescribed rates of outflow of 3000 and 1000 per day respectively. These rates will be maintained thereafter until all Koreans desirous of repatriation are cleared from Japan.
