SUBJECT : Request of Revision of SCAP Memorandum in Connection with Establishment of Ministry of International Trade and Industry, 25 May 1949.

1. Reference is Memorandum for Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 334(3 Apr 46) ESS/IE, SCAPIN 854, 3 April 1946. Subject: Board of Trade (Boeki Cho).
2, As a result of establishment of the Ministry of International Trade and Industry upon this date of 25 May 1949, (1) the Board of Trade, the sole agency of the Japanese Government for administration of foreign trade is abolished, (2) the functions vested in the Board of Trade are transferred to the Ministry of International Trade and Industry, (3) authorities of the Director General of the Board of Trade, Chief of the Board of Trade are transferred to the Minister of International Trade and Industry, and (4) functions handled by the local Bureaus of the Board of Trade are transferred to the local Bureaus of International Trade and Industry.
Consequently, as of 25th May 1949, the words "Board of Trade" and "Director General of the Board of Trade" mentioned in the above Memorandum will be construed to mean "Ministry of International Trade and Industry" and "Minister of International Trade and Industry" respectively, and the Ministry of International Trade and Industry assumes all reights and obligations under contracts executed in the name of the Board of Trade (Boeki Cho).
3. Contracts, approval of contracts and licenses and communications on foreign trade will be made in the name of the Minister of international Trade and Industry.

SUBJECT: Address of Communications on International Trade

1. Reference is Paragraph 3 of Memorandum from Ministry of International Trade and Industry to ESS, SCAP dated May 25th 1949, Subject: Request of Revision of SCAP Memorandum in connection with Establishment of Ministry of International Trade and Industry, 25 May 1949.
2. In order to avoid delay and confusion in channelling the business communications on foreign trade, it is requested that communications on international trade of such nature as have been addressed to the Board of Trade from relative divisions of ESS, in the way of direct communications, will be addressed to the Ministry of International Trade and Industry, but bear "Attention: Mr. A. Kodaki, International Trade Administrator". Such direct communications are requested, as in the past, to be forwarded by relative divisions of ESS, to Mr. Obana’s office in Room 104 FOB so that they can be collected and brought to this office by our hands.

1. Ministry of International Trade and Industry has been informally requested to submit a document outlining the transfer of function of the Board of Trade to the Ministry and assuming the contractual obligations of the Board of Trade.
2. The attached documents have been submitted by the Ministry back dated to the date of the formation, and the attached memorandum recognizes the transfer of functions and responsibilities.
