MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Unsatisfactory Conditions Aboard Repatriation Vessels.

1. Reference is made to the following memoranda :
a.AG 370.05 (29 Jan 46) GC (SCAPIN-676), subject: "Projected Changes in Repatriation Procedures."
b.AG 370.05 (18 Feb 46) GC (SCAPIN-752), subject: "Unsatisfactory Conditions Aboard Repatriation Vessels."
c. AG 370.05 (1 Mar 46) GC (SCAPIN-781), subject: "Unsatisfactory Conditions Aboard Repatriation Vessels."
2. Although the Imperial Japanese Government has repeatedly been instructed to take necessary action to assure satisfactory conditions aboard repatriation vessels, undesirable conditions continue to exist.
3. The Imperial Japanese Government will:
a. Take immediate steps to thoroughly clean, disinfest, and inspect all Japanese manned repatriation vessels prior to their departure from Japanese ports.
b. Establish a procedure that will insure satisfactory sanitary conditions aboard all Japanese manned repatriation shipping prior to their departure from Japanese port and while at sea. A copy of this plan will be submitted to this Headquarters for approval not later than 20 March 1946.
