MEMORANDUM FOR

THE JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office Number 1.

SUBJECT

Legal Tender.

1. It is desired that the Japanese Imperial Government place in effect immediately as a law, decree or other appropriate measure the following, which will have application within Honshu, Hokkaido, Shikoku, Kyushu, and adjacent waters:
a. “Supplemental military yen currency, marked “B", issued by the Military Occupation Forces is legal tender in Japan for the payment of all yen debts public or private.
b. “Supplemental military yen currency, marked “B”, issued by the Military Occupation Forces, regular yen currency issued by the Bank of Japan and Japanese state notes and coin shall be equivalent in all respects and interchangeable at their face value.
c. “All military and all occupational currency which has been issued by the Japanese Government, Army or Navy, is void and valueless and the giving or accepting of such currency in any transaction is prohibited.”
2. You are advised to bring to the attention of the proper authorities that such penalties as may be necessary to secure enforcement of the above will be prescribed by the Japanese Government and it is requested that the list of maximum and minimum penalties to be imposed for non-compliance therewith be submitted to this headquarters for approval.
