1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, file AG 370.05 (23 Jan 46)GC, dated 23 January 1946, subject as above.
2. So much of paragraph 2, of the memorandum referred to above, as pertains to Uraga, is changes to read:
