MEMORANDUM FOR | IMPERIAL JAPANESE GOVERNMENT. |

THROUGH | Central Liaison Office, Tokyo. |
SUBJECT | Cargo Shipped on Repatriation Vessels. |
1. Reference is made to the following:
a. Memorandum from this headquarters, file AG 464.8 (6 Feb 46)ESS/IE, (SCAPIN-718), dated 6 February 1946, subject: "Shipment of Mulberry Seedlings to China".
b. C. L. O. No. 776 (2.2), dated 21 February 1946, subject as 1a above.
2. Reference 1b above states that 1,800,000 mulberry seedlings are being shipped to SHANGHAI, China on the Unzen Maru and the Hakuryu Maru. The Unzen Maru sailed from Hakata on February 1946. The Hakuryu Maru is scheduled to sail during the first ten days of March 1946.
3. Attention is invited to the fact that both of these ships are assigned to the repatriation program and that there use as cargo carriers delays scheduled sailings of repatriates.
4. The Imperial Japanese Government will take the necessary action to insure that repatriation ships are not used as cargo carriers in the future, unless specific authority is obtained in each instance.
