SUBJECT

Shipment of Railway Rolling Stock to Korea

1. Inclosure number 1 lists the available inventory as furnished by The Rolling Stock Control Association of standard gauge rolling stock located in factories and warehouses in Japan.
2. It is directed that the items contained in inclosure 1 be prepared for immediate shipment. They will then be transported to ports with adequate facilities for loading such equipment. The necessary shipping space will be provided to transport rolling stock and parts consigned to the Bureau of Transportation, Military Government, XXIV Corps, Fusan, Korea.
3. You will provide this Headquarters with the following specific information not later than 25 February 1946.
a. A list of rolling stock and parts to be loaded at each port of embarkation (specifying names of ports).
b. Name of ship and list of cargo going aboard (specifying volume tonnage).
c. Dates when cargo will be delivered ship-side.
4. It is directed that this Headquarters be advised when the cargo is actually loaded and the sailing date.
a. All Ocean bills of lading for this cargo will be furnished to this Headquarters Import-Export Division.

1. Letter AG 453 (23 Nov 45) ESS-IE, General Headquarters, SCAP subject: Railway Roiling Stock, advises the Commanding General, Korea, of the available inventory of rolling stock located in various factories and warehouses in Japan. Their reply AG 453 paragraph 2, 2nd indorsement (MGTRA), 15 December 1945 requests items listed in inclosure 1 be shipped as soon as possible.
2. The Rolling Stock listed in inclosure 1 is available for shipment within a period of two weeks.
3. The Imperial Japanese Government has been instructed to ship the cargo mentioned in inclosure by the most expeditious route to the Military Government of Korea as stated in paragraph two (2) of the directive.
4. Dr. A. G. Coons representing the Reparation Mission has stated that the items listed in the inclosure do not consititute reparation payment and are considered marketable items.
5. Tentative arrangements have been made for delivery of these items to ports having adequate facilities for loading.
