MEMORANDUM TO

Central Liaison Committee.

SUBJECT

Oral Instructions Given to Ministry of Finance on 30. September 1945.

1. The books, records, and assets of closed institutions which are sharing offices with institutions against which no action is directed to be taken will be segregated before the other institutions can be opened.
2. Representatives of the Ministry of Finance, The Bank of Japan, The Wartime Finance Bank, The United Funds Bank and the National Financial Control Association will present themselves at the main entrance of the Bank of Japan at 2000 hours on 30 September 1945 to segregate the books, records, and assets of the Wartime Finance Bank, United Funds Bank and National Financial Control Association.
3. Representatives of the Ministry of Finance, the Hypothec Bank, and the Overseas Funds Bank will present themselves at the main entrance of the Hypothec Bank at 2200 hours on 30 September 1945 to segregate the books, records and assets of the Overseas Funds Bank.
4. Representatives of the Ministry of Finance, the Yokohama Specie Bank, the Deutsche Bank fuer Ostasien, and the Central Bank of Manchu will present themselves at the Yokohama Specie Bank at 2300 hours on 30 September 1945 to segregate the books, records and assets of the Deutsche Bank fuer Ostasien and the Central Bank of Manchu.
5. All institutions and branches listed on Inclosure one (1) to the memorandum file AG 091.3 (30 Sept.45) ESS dated 30 September 1945, Subject: Closing of Colonial and Foreign Banks and Special Wartime Institutions, or falling within the categories described in item 22 of inclosure one (1) will be closed immediately even though direct action to close the banks has not been taken by this heaquarters.
6. Signs will be posted advising employees that instructions concerning their further employment will be posted on 3 October 1945.
7. The Ministry of Finance will make arrangements to take into its custody the keys to the institutions and the keys and combinations of the vaults or other depositories and deliver the same to this headquarters.
8. The Ministry of Finance will present at the earliest possible date proposals for the liquidation of all closed institutions.
