MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
SUBJECT	Repatriation of Korean Prisoners.

The Imperial Japanese Government will not repatriate Korean civil prisoners in Japan until they have served their term of imprisonment and are duly released from confinement. This shall not be construed as in any way infringing the prerogative of the Japanese Government to remit or mitigate such sentences.
