1. Reference is made to CLO No. 318 (2.1) dated 22 January 1946, subject: “Imperial Household Property”.
2. A special money grant to Mr. Sotaro Ishiwata amounting to ¥10,000 is approved.
3. Special money grants to officials retiring from the Imperial Household amounting to ¥112,300 are approved.
4. Money grants to model associations for Social Welfare Works amounting to ¥230,000 are approved. When these grants are made, you are directed to submit a list giving the name, address, and amount of grant to each association.

MEMO FOR RECORD: (SCAPIN - 723)
1. The Imperial Household agreed to a reduction in the grant to Mr. Ishiwata. This reduction was suggested since it was felt that too large a grant would be contrary to the spirit of AG 091.1 dated 4 Jan 1946 subject: “Removal and Exclusion of Undesirable Personnel from Public Office”
2. The retirement allowances totalling ¥112,300 are the result of a reduction in the number of employees of the Imperial Household.
3. Imperial grants to private welfare associations are customarily made on February 1st of each year. About 750 associations receive these grants, the average grant amounting to less than ¥500. Such grants apparently represent Imperial approval of these associations rather than monetary support. The Public Health and Welfare Section concurs in this approval.
