MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Formosan Repatriation.

1. Reference is made to the following:
a. Letter from the Imperial Japanese Government, C.L.O. No.337 (5.3), dated 23 January 1946, subject as above.
b. Memorandum to the Imperial Japanese Government, file AG370.05 (17 Dec 45)GC, dated 17 December 1945, subject as above.
c. Memorandum to the Imperial Japanese Government, file AG 370.05 (29 Dec 45) GC, dated 29 December 1945, subject as above.
2. A large percentage of the shipping allocated for Formosan repatriation sails empty or partially loaded from ports in Japan. This is the result of the failure of the Imperial Japanese Government to comply with the directives referred to in paragraph 1 above.
3. For the evacuation of the Formosans mentioned in the letter cited in paragraph 1a above, 11,000 passenger spaces are assigned as follows:
a. At Uraga:
(1) Hikawa Maru, capacity 2300.
(2) Daikyu Maru, capacity 3000.
(3) Other shipping, capacity 1700; names of vessels will be furnished CMMC by SCAJAP.
b. At Kure, Daian Maru, capacity 4000.
4. All other Formosans desiring repatriation from Japan will be evacuated through Kagoshima by Japanese shipping assigned for this purpose.
5. Detailed information concerning schedules of all shipping will be furnished CMMC by SCAJAP
6. The Imperial Japanese Government will :
a. Outload at Uraga and Kure aboard shipping allocated for this purpose the 11,000 Formosans mentioned in letter cited in paragraph 1a above.
b. At Kagoshima, outload all other Formosans desiring repatriation to the full capacity of the vessels assigned for this purpose.
c. Investigate failure to comply with directives referred to above and take appropriate action to prevent recurrence.
d. Report to this headquarters by 10 February 1946 the action taken reference to these instructions.
