MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Okinawans in Reception Center at Kagoshima.

1. Reference is made to memorandum from this head-
quarters, file AG 370.05 (2 Jan 46)GC, dated 2 January 1946, subject: "Repatriation of Okinawans."
2. This headquarters has been informed that the reception center facilities at Kagoshima are being used as permanent housing for repatriates destined for Okinawa.
3. The repatriation of Okinawans has not been authorized. It is impossible at this time to estimate the date when Okinawa, as a self sustaining community, can support any increase in population.
4. The Imperial Japanese Government will:
a. Take immediate steps to clear the reception center at Kagoshima of all repatriates for Okinawa.
b. Care for these people elsewhere under the provisions of reference paragraph 1 above.
