MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation of Non-Japanese from Japan.

1.Reference is made to the following:
a.Memorandum to the Imperial Japanese Government, file AG 720 (20 Oct 45)PH, dated 20 October 1945, subject: "Medical and Sanitary Procedures for Debarkation and Port Sanitation."
b.Memorandum to the Imperial Japanese Government, file AG 370.05 (17 Nov 45)GC, dated 17 November 1945, subject: "Reception Centers in Japan for Processing Repatriates."
c.Memorandum to the Imperial Japanese Government, file AG 370.5 (17 Nov 45)GC, dated 17 November 1945, subject: "Repatriation of Non-Japanese from Japan."
2.This headquarters is in receipts of information which indicates the following undesirable conditions aboard LSTs repatriating Koreans and Chinese:
a.Repatriates allowed to board ships without any organization or instructions.
b.Deplorable sanitary conditions aboard LSTs as a result of lack of discipline and leadership.
c.Diseased individuals placed aboard.
d.Weevil infested rice furnished repatriates.
e.Some cases of individuals without proper clothing allow aboard.
3.Under the provisons of the memorandums referred to in paragraph 1 above the Imperial Japanese Government will:
a.Medically inspect all outgoing repatriates, hospitaling all individuals with certain infectious diseases (reference 1a and 1b).
b.Furnish ample and palatable food for the voyage (reference 1c).
c.Clothe repatriates when necessary. (reference 1b)
4.Additionally the Imperial Japanese Government will:
a.Organize outgoing nonーJapanese repatriates into groups under group leaders prior to embarkation.
b.Thoroughly instruct these groups in shipboard routine and sanitary measures to be observed.
c.Insure orderly embarkation of groups.
d.Furnish the ship's captain with a list of individuals in each group.
