SCAPIN-561: INEQUITABLE DISTRIBUTION OF SUPPLIES TO RECEPTION CENTERS

GENERAL HEADQUARTERS
SUPREME COMMANDER FOR THE ALLIED POWERS

7 January 1946

AG 370.05 (7 Jan 46) GC
(SCAPIN - 561)

MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Inequitable Distribution of Supplies to Reception Centers.

1. Reference is made to memorandum this headquarters, file AG370.5 (17 Nov 45) GC, dated 17 November 1945, subject: "Reception Centers in Japan for processing Repatriates."
2. Information received in this headquarters indicates that prefectures in which reception centers for repatriation are located are furnishing more than a fair share of the supplies required in the operation of such centers. Repatriation is a national problem. The Ministry of Public Welfare has been designated by the Japanese Government to handle repatriation matters.
3. The Imperial Japanese Government will take immediate steps to insure that the requirement of repatriation reception centers for food and clothing are levied proportionately on all prefectures.
4. This memorandum confirms oral instructions issued to the Central Liaison Office (Mr. Ushiba) 6 January 1946.

FOR THE SUPREME COMMANDER:

H.W.ALLEN,
Colonel, A.G.D.,
Asst Adjutant General.
