MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

SUBJECT

Applications for Permission to Enter South Korea.

1. Reference is made to letter to this headquarters from the Imperial Japanese Government, file C. L. O. No. 959 (5.3), dated 8 December 1945, subject: "Applications for the Permission to Enter South Korea."
2. The following regarding visits of Japanese nationals to Korea is furnished for information and guidance. All requests for permission of Japanese nationals to visit Korea will be disapproved unless, in the opinion of this headquarters, the visit is for the purpose of conducting business essential to the occupation of Japan and Korea.
3. The settlement of private business matters by Japanese nationals and their assistance in welfare and relief work is not considered essential business as defined above.
4. The request, contained in reference cited in paragraph 1 above, to permit Messrs , Kaxuo Hazama, Chuji Ideda, and Otozo Sugawara to visit Korea is disapproved.
