MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

SUBJECT

Formosan Repatriation.

1. The instructions contained herein supplement these previously published by this headquarters in the following documents:
a. Memorandum this headquarters, file AG 370.05 (13 Dec 45) GC, subject: "Formosan Repatriation."
b. Memorandum this headquarters, file AG 370.05 (15 Dec 45)GC, subject: "Formosans Encamped in Vicinity of Atsugi Airfield."
2. The figures on Formosans in Japan submitted by hand by the Imperial Japanese Government on 8 December 1945 are questionable in that it is believed they include only Formosan forced Laborers.
3. It is contemplated establishing repatriation service between Japan and Formosa as follows:
a. Shuttle vessels having a passenger carrying capacity of 3,000 repatriates will operate between the ports of Uraga and Kiirun. These vessels will carry Formosans to Formosa and return Japanese from Formosa to Japan.
b. Shuttle vessels having a passenger carrying capacity of 3,000 repatriates will operate between Kagoshima and Kiirun. Vessels will carry Formosans and Japanese as explained in paragraph 3a above.
c. Augment this traffic by outloading Formosans at Kure aboard Japanese vessels which would otherwise return empty to the Philippines. It is estimated that the Formosan traffic handled by this service will average 600 daily.
d. Sailing directions for vessels engaged in Formosan repatriation will be furnished Imperial Japanese Government in the usual manner by SCAPJAP.
4. The Imperial Japanese Government in accordance with provisions of paragraph 3 above will:
a. Prepare plans for evacuation of former residents of Formosa in Japan who are desirous of repatriation.
b. Be prepared to embark capacity loads of Formosans at designated port on each vessel scheduled to carry repatriated from Japan to Formosa.
c. Be prepared to receive capacity loads of Japanese returning to Japanese ports from Formosa.
d. Furnish this headquarters at the earliest possible date a list showing by prefecture the total number of Formosans now resident in Japan who are desirous of repatriation to Formosa.
