MEMORANDUM FOR	IMPERIAL JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
SUBJECT	Korean Laborers in the City of Niigata.

1. Reference is made to letter from the Imperial Japanese Government to this headquarters C. L. O. No 1019 (5.1), dated 11 December 1945, subject: "Korean Laborers in the City of Niigata."
2. Instructions have been issued this date to the Commanding General, Eighth Army to release the 3,295 Koreans, now being held at Nigata for evacuation to Korea by water, to the Imperial Japanese Government.
3. The Imperial Japanese Government will make the necessary arrangements for the evacuation of these Koreans who are desirous of returning to Korea.
4. The Imperial Japanese Government will evacuate these repatriates in accordance with the provisions of memorandum this headquarters to the Imperial Japanese Government file AG 370.5 (17 Nov 45) GC, dated 17 November 1945, subject: "Repatriation of Non-Japanese from Japan."
