SUBJECT | Repatriation of Non-Japanese from Japan. |
1. Reference is made to Memo Imperial Japanese Government, file AG370.5 (17 Nov 45)GC, dated 17 November 1945 subject as above.
2. a. Commencing on 14 December 1945 and on alternate days thereafter Landing Ships, Tank will discharge at Kagoshima 2400 Japanese repatriated from North China. The vessels will return to China empty until further orders.
b. It has come to the attention of this headquarters that reception center facilities at Kagoshima are being used to permanently house Ryukyuans. The repatriation of Ryukyuans has not been authorized and the Japanese Government has been so informed on numerous occasions.
c. In accordance with provisions of memorandum mentioned in paragraph 1 above, the reception center at Kagoshima was established to process 3000 incoming repatriates and a like number of outgoing repatriates daily.
3. In view of the above the Japanese Government will:
a. Take immediate steps to clear the reception center at Kagoshima of all Ryukyuans and care for them elsewhere.
b. Be prepared to receive, process and evacuate the repatriates arriving from China commencing on 14 December.
