SUBJECT | Relief Payments to Japanese Repatriates |
1. Reference is made to C.L.O. Memorandum No. 775(2.1), dated 29 November 1945, subject: "Foreign Exchange Transactions.”
2. The application attached to such memorandum is disapproved.
3. This Headquarters has no objections to the Imperial Japanese Government making payments to repatriated Japanese nationals provided that:
a. Payments are made to persons individually;
b. Payments do not exceed ¥1,000 per person. However, if the individual being repatriated has in his possession currency, the importation of which is authorized, the total of such currency plus the payment shall not exceed ¥1,000;
c. Payments can be made only at the debarkation ports;
d. Payments will not be calculated on the type or amount of foreign currencies taken up from each individual and no agreements will be made that such foreign currencies will be held as collateral against these payments.
4. An acknowledgement of this memorandum is directed.

1. CLO Memorandum No. 775 (2.1), dated 29 Nov 1945, forwarded a request of the Ministry of Finance for permission to make loans up to VI 000 to repatriates at ports of debarkation, such loans to be made against foreign currencies and other foreign exchange assets brought in by the repatriates concerned. Such currency and foreign exchange assets are taken up by Japanese Customs in accordance with Memorandum for the Imperial Japanese Government, file AG 091.31 (12 Oct 45) ESS, subject: ’’Supplemental Instructions Relating to Import and Export Controls."
2. Use of foreign exchange assets as security for collateral loans is undesirable pending decisions regarding vesting and disposition of such assets.
