SUBJECT | Provision of Coal at Fusan, Korea, for use of Commanding General, U.S. Forces in Korea. |
1. Reference is made to letter this Headquarters dated 25 September 1945 directing the monthly delivery to Fusan, Korea, of 70,000 to 75,000 tons of coal for use in operating the Korean Railways. Further reference is made to letter, General Liaison Office, Tokyo, dated 10 November 1945, file CLO No. 524 (2-3), subject: "Weekly report on the Movement of Colliers for Fusan", setting forth the inability of Fusan to discharge more than 500 tons of coal daily because of labor conditions at that port.
2. Recent advice from United States Military authorities in Korea states that the labor situation and lack of equipment hampering the unloading of coal at Fusan have been remedied and that port is in a position to handle the full monthly quota.
3. You are directed to load and dispatch vessels at a rate necessary to insure the above quantities but unless further advised it will not be necessary that the undelivered backlog existing on 1 November 1945 be shipped.
