MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

SUBJECT

Repatriation of Non-Japanese from Japan.

1. Reference is made to paragraph 4d, Memorandum this headquarters, file AG 370.5 (1 Nov 45) GC, dated 1 November 1945, subject: "Repatriation of Non-Japanese from Japan".
2. Due to congestion in the Moji - Shimonoseki - Hakata area the evacuation of coal miners from Northern Honshu and Hokkaido by rail to repatriation ports is suspected except for Chinese to be outloaded on Meiyu Maru and Tatsuhi Maru.
3. It is believed that the situation will be remedied by 24 November 1945 at which time the suspension on rail movements of coal miners from Northern Honshu and Hokkaido will be lifted.
