SUBJECT | Production in Non-War Plants |
1. The Japanese Government will, within thrity days after receipt of this directive, report to the Supremo Commander, machinery and measures which have been maintained or established for the development, administration and enforcement of programs for:
a. Production of essential commodities for domestic consumption
b. Control of prices, salaries and wages
c. The equitable distribution and rationing of essential commodities
d. The elimination of black markets and discriminatory practices
e. The useful employment of the Japanese people along lines adapted to and devoted to peace and in conformity with the objectives of occupation.
2. The Japanese Government will be prepared to submit to the Supremo Commander upon request, the following data:
a. A list including statistical details of economic control plans and measures taken
b. A list of industrial plants, other than war materials plants as defined in General Directive No. 1, showing location, ownership, products being or to be produced, condition of plant, present and planned capacity, capital equipment and stocks of raw materials, finished goods and goods in process
c. Quantities of industrial and agricultural products available in each prefecture for civilian consumption with a compilation by month for twelve months of future estimated needs, matched against the planned productivity of the commodities
d. Estimates of raw materials available per month over a twelve month period
3. The Japanese Government will initiate, maintain and onforce production and other economic programs that serve the following purposes;
a. The avoidance of acute economic distress;
b. The assurance of a just and impartial distribution of available supplies;
c. Compliance with the requirements of reparations and deliveries agreed upon by the Allied governments;
d. The restoration of Japanese Economy in order that the reasonable peadetime requirements of the population can be satisfied.
4. The Japanese Government will use all means at it3 disposal, within limitations made by directives from the Supremo Commander, to encourage;
a. The production and processing of all foodstuffs, including fisheries products;
b. The manufacture of soap, insecticiders, fungicides, medical, dental and sanitation supplies;
c. The production of coal, charcoal and other solid fuels and crude petroleum;
d. The production of fertilizer;
e. The production of clothing, footwear and other textiles for domestic consumption;
f. The production of cement, timber, asphalt and ceramics required for emergency constructions and repair;
g. The production of items required for the operation, maintenance and repair of rail and road transportation and of coastal water transportation within the limitation of directives from the Supreme Commander;
h. The production of items required for the operation, maintenance and repair of public utilities and communications facilities within Japan; and,
i. The production of such other items as the Supreme Commander approves as consistent with the aims of occupation.
5. All food processing, fertilizer and medical and sanitation supply plants and facilities will immediately be placed in maximum operation. Delays in operation of such facilities due to lack of fuel, raw materials or labor will be reported immediately to the Supreme Commander.
6. The responsibility for administration ana execution of econic controls and the responsibility for any breakdown of such controls will rest entirely with the Japanese Government.
