SUBJECT | Repatriation Reception Centers. |
1.Attention is directed to the importance of the preparation without delay of reception centers for repatriation as directed in Memo to your government file AG 370.05(15 Oct 45)GC, subject: "Reception Centers in Japan for Processing Repatriates." dated 15 Octover 1945. The rate of flow will increase sharply. Within a month 85 LST's capable of transporting 1000 individuals each will shuttle between China and Korea and the ports of Sasebo, Hakata, Kagoshima and Kure. Present plans contemplate increasing in the near future the rate of flow into Uraga and Yokohama to approach the combined capacity of those ports (10,000 daily). This increase will be carried in US amphibious and Liberty ships. In addition, 10 Liberty ships are being planed on shuttle between Ryukyus and Japan. Necessity, for speed in the preparation of the reception centers is thus apparent.
2.In connection with the preparation of reception centers, it is reported to this headquarters that representatives of the Commanding General Ⅹ Corps have been unable to establish contact with your official in charge of the reception center at Kure. It is desired that you direct him to report at once to a representative of the Commanding General Ⅹ Corps at his headquarters in Kure.
3.Certain Japanese operated vessels are making unauthorized repatriation trips between Korea and ports in the Shimonoseki area and on the coast of Honshu to the north thereof. This traffic constitutes a serious health menace both to Korea and Japan. It is directed that necessary steps be taken by the Japanese Government to restrict vessels engaged in repatriation to those schedules and ports authorized by SCAJAP.
