MEMORANDUM FOR	The Imperial Japanese Government
THROUGH	Central Liaison Office, Tokyo
SUBJECT	Conversion of Special Steel for the Manufacture of Agricultural Implements.

1. Memorandum issued by this headquarters to the Imperial Japanese Government, dated 12 October 1945, subject, MC.L.O. No. 167, 4 October 1945, Request To Convert Military Stores For Civilian Purposes," authorized use of certain materials specified in your C.L.O. No. 167, with the exception of 4, 800 tons of special steel which is being held at present by distributing agencies of the special steel works. This steel was not released until details of the intended use were supplied.
2. Use of this 4, 800 tons of special steel is now authorized for the agricultural purposes specified in your C.L.O. No. 377, 26 October 1945, subject as above.
